The written charter of rights to which Nationalists often appeal.  Reference may be to pre‑constitutional rights (such as the Declaration of Independence, “unwritten” constitution, Rights of Eng­lish­men, Universal Rights of Man, Higher Law or God’s Law).

Example

Our nation's constitition is the charter of The People.
